I believe. to look at article 11. subsection 3 of the International Refugee Organization charter. That article refers to headquarters and other offices. Subsection 3 says "All offices and representation shall be established only with the consent of the government in authority in the place of establishment." Therefore. may I add that when the IRO comes to put these administrators into our zone in Germany or Austria. or in Italy. they have to put people there who are satisfactory. and subject to the consent of the government In authority. which is ourselves.
