Mr. Speaker. I do not yield further. I think there should be no misunderstanding on the question of immigration. It has nothing in the world to do with this bill. and the bill expressly says so. It does not make any difference what the constitution of the United Nations says or the constitution of any other country or organization in Europe says. The only way people can come into this country is through a modification or change of the law of our country by an act of Congress. This bill expressly excludes that subject from its provisions and there Is simply no question about that and everybody Is agreed upon it.
