Mr. President. the bill provides for the extension and application of the provisions of the Classification Act of 1923 to certain officers and employees of the Immigration and Naturalization Service in the Department of Justice. For example. it says: Immigrant inspectors shall be divided into. five classes. as follows: Grade 1. salary $2.100. grade 2. salary $2.300. grade 3. salary $2.500. grade 4. salary $2.700. grade 5. salary $3.000. and. hereafter inspectors shall be promoted successively to grades 2 and 3 at the beginning of the next quarter following 1 years satisfactory service. The bill was studied by the subcommittee of which the Senator from West Virginia is chairman. I am sure h6 would say that the whole purpose is. briefly. as I stated. to create classification and provide compensation.
