They did not care to offend either side in the controversy. So the resolution which was finally adopted represented the American point of view. which is that if we are to put up money for the rehabilitation of Europe that money shall first be repaid before reparations are provided out of current production as distinct from capital. There was also considerable discussion of the question of migratory populations. and rather unanimous agreement against forceful removals of either populations or refugees. A resolution dealing with that subject. addressed to the United Nations. was referred to a committee for further study as to form. This represented approximately the discussion and the committee work during the week we were in Cairo.
