In the first place. the Senator from Colorado has told us that prior to the wartime measure foreign labor was brought into his part of the country under a freeenterprise system. by free agencies. If we want to do that now. there is no reason why the Government Employment Service or the State employment services cannot assist in that work. There is no reason why Congress cannot pass an enabling law which will make an exception of the present laws which have been on our statute books for many years against the importation of foreign contract labor. So that if the need is present. and if it cannot be supplied by the market. I do not think there is any reason for saying we have to take this bill "as is" in order to meet the situation.
