President. I think the purpose of the amendment is obvious. It is designed to prorate among employers of contract labor the cost to the Government of the United States of bringing the labor Into this country and taking it back again when the time of employment is over. I shall not trespass long on the time of the Senate. I shall devote such time as I feel at liberty to take to reading certain portions of the testimony and evidence which would be available to Members of the Senate if they had copies of the hearings on their desks and had an oppurtunity to read them before considering the bill.
