President. I deeply appreciate the patience of those who have heard me upon this subject. I feel that indeed at this tinie it was well to discuss and review the subject of immigration. I hope that the amendment which has been offered will be adopted. because I believe that it closes the door to any attempt to take from Congress its powers over the immigration laws. That is the purpose of it. that is the intent of it. and if it is made. a part of this resolution I believe that then we may safely proceed knowing that any step taken must first receive the prior approval of the Congress of the United States.
