Agriculture. and Commerce. This board could" prepare and present to Congress at regular intervals advice for the exclusion of certain persons and for the admittance of others. Congress should require publication in the Federal Register. or in a separate volume. of the names and qualifications of all immigrants to whom United States visas are being issued abroad prior to the immigrants departure for the United States. The American problem in dealing with those who come here is both economic and political. Although the economic problem is perhaps the more important and controlling from a realistic point of view. the philosophies and political propaganda of certain groups must definitely be taken into consideration In these serious times. It is true that the liberal traditions on which the United States was founded as a land of freedom and opportunity. open to all races. all religions. have permitted all peoples to enter here and that is in keeping with the traditions which we preserve. We have obtained through immigration some of our best citizens. many of them ancestors of our best citizens of this time. They had strong characters and were urged toward America by their personal love of freedom and democracy. Naturally we also received those who came to the United States because of economic reasonsto make more money and accrue more property. The fact that our Constitution and laws protect personal property from seizure and confiscation was of importance to the moneymaking mind. it guaranteed the immigrant that if he made his fortune in the United States he could keep it for his children and his descendants. This brought strong people among us. But in recent days. we have the communistically inclined mind with respect to property and Its ownership. and over the last few decades there has been constant turmoil throughout the countries of Europe.
