I shall be very happy to place them in the hands of any Senator as soon as I finish using them for the purpose of my remarks. Mr. President. continuing with what these powers are with respect to resettling people: (i) Their reestablishment in countries of temporary residenceNow we are dealing with the refugees(ii) The emigration to. resettlement and reestablishment in other countries of individuals or family units. and (iii) As may be necessary and practicable within available resources and subject to the relevant financial regulations. the investigation. promotion or execution of projects of group resettlement or largescale resettlement. Mr. President. that language can mean only one thing. namely. that among the purposes of this Organization there is added the purpose of resettling these personsabout a million of them. I believe. who today are in Europein various parts of the world. This agreement undertakes to have the United States pay 45 percent of the cost of conducting the work of the International Refugee Organization. Is that provision significant? This country must keep within its Congress. its legislative body. the sole power to deal with immigration. If the United States places that power in the hands of this international. organization. and if the United States pays 45 percent of the cost. based upon the idea of our great wealth. do we not know that 45 percent of those refugees will be brought to the United States? So. Mr. President. the purpose of this amendment. as I have said. is to see that nothing is surrendered in the way of the sovereignty of the United States over the subject of permitting persons to enter the United States. It is interesting to note that when the first resolution came before the Foreign Relations Committee. it contained no provision whatsoever. in any language. guarding against a change in the immigration laws of the United States. I do not doubt for a minuteand let no one think that I questionthe earnestness of those who have expressed the view that this proposal has nothing to do with immigration. But I do question their conclusion. I do question their judgment. because it is writtenand I have read the provisioninto the Constitution that one of the first purposes of the organization is to resettle persons permanently anywhere in the world.
