I am reading from a copy of the constitution as furnished by the Department of State. Among the persons who will not be considered as refugees are those enumerated. I read: 6. Persons who. since the end of hostilities in the Second World War * * * have become leaders of movements hostile to the Government of their country of origin. being a member of the United Nations or sponsors of movements encouraging refugees not to return to their country of origin. I wish to say to the able Senator who is discussing this matter that I understand there are today about 30.000 nationals of Yugoslavia In Italyand Yugoslavia is a member of the United Nationswho cannot return home because they were members of a hostile army. They cannot return home because they would be killed by the present regime In the country. Mihailovich. himself. was executed. This refers to persons some of whom served in the American forces. under the American flag. Under this language does the Senator think it is fair not to class them as refugees and as such entitled to receive the help of this country?
