President. if political persecutees are to continue to find refuge in the American Zones of Germany and Austria. that means that instead of thousands. there may be millions before this problem is solved. This is only the beginning. and so it is most important that the provisions and terms of the constitution under which the International Relief Organization is to operate shall be defined. and certainly we should know who are to define them. In the light of the observations I have made. I should like to ask the distinguished Senator from Michigan how these definitions can possibly anticipate the additional categories of refugees or persecutees who will emerge when the peace treaties are finally negotiated.
