Session #80 · 1947–49

Speech #800023596

I can understand the Senators feeling. I simply say to him that for the purpose of this proposed legislation it is very important to keep the two subjects separated. because there is a sharp divergence of opinion respecting any additional latitude in our immigration laws. That subject will have to be threshed out on its own merits. in due season. I do not see how there can be any difference of opinion regarding the wisdom of passing Senate Joint Resolution 77 and putting the United States into IRO. for unless we join it. we are left. first. with veritable chaos with respect to displaced persons in the German and Austrian zones under the jurisdiction of the United States. second. if we do not do this we confront an infinitely heavier expenditure for responsibilities which we cannot escape and cannot ignore. and third. because the IRO does offer an organized promise of resettlement. I should like to keep the two subjects totally unrelated. because it is so desperately important that this particular thing should be done at once. because there are only 90 days left in which to organize our administration. and it is a terrific responsibility.
