I think Senators are familiar with the postwar responsibilities which we confront in the conquered countries of central Europe. Included in those responsibilities is the responsibility for displaced persons. socalled. At the present time we are responsible for 588.000 refugees and persecuted persons. in Germany and Austria. They are living under the American flag. Our administration is responsible for what happens to ..them. Up to the present time. and at the moment. this responsibility Is divided into three parts. It is being administered in part by the Army. in part by what is left of expiring UNRRA. and in part by the Intergovernmental Committee on Refugees. As the Senate knows. UNRRA is about to expire. - As the Senate knows. the Army has made no estimate to cover a continuation of its share of the responsibility in the next fiscal year.
