The clerk will read the first committee amendment. The first amendment reported by the committee was. on page 1. line. 9. after the word "Nations". to insert a colon and the following proviso: Provided. That this authorization shall not be construed as delegating to the President or any officer. representative. or agency of the United States authority to conclude any agreement with the Organization. (a) authorizing any temporary. emergency. or other immigration or admission to the United States or its Territories or possessions of any refugees or displaced persons referred to in the Constitution of the International Refugee Organization. or (b) abrogating. superseding. suspending. or modifying any law of the United States. or (c) concerning any other matter. in contravention of existing law. or (d) concerning any other matter requiring action by the Congress. or either branch thereof. under the Constitution of the United States."
