We are not in a position to support the whole world. nor would it be proper for us to do so. I do. however. strongly support Mr. Hoovers recommendations with regard to food relief in the desperate areas of the world. and especially in our zone in Germany. I believe that we should endorse the setup for the International Refugee Organization under the United Nations. and that we should do all we can to solve the distressing problem of the displaced persons. Let me emphasize that. although I recognize these obligations. I do not think the motive should be to enter the vacuum ourselves merely to prevent Russia from doing so.
