I want to emphasize that building it Is a longrange program on which we have been working for years. It is a vast stretch of desert country along the Mexican border from El Paso to the Pacific Ocean. and while it has been surveyed and marked. it has never been fenced nor adequately guarded and patrolled. Each year several miles of border fence have been built. but thus far it is only a beginning. I think it Is important enough for various reasons in addition to the danger from the footandmouth disease. to continue the program of fence building despite the scarcity of steel and concrete. Members will recall that I have frequently advocated a better guarding of the border against smuggling and the importation of drugs. narcotics. and the like. and the minimizing illegal entry of aliens to the United States.
