The Court must act in conformity with the fundamental rules of the.United Nations. It must act in conformity with international law which has already become universally recognized as law between nations. and it must act in conformity with its oin rule. which is developing. I suggested the question of immigration. because that is one we are most fearful of. as well as the question of tariffs. to show that so far as international law is concerned. on those subjects there is a void. and that no one of those questions could possibly come before the International Court until the law had developed to such a degree that it would be before the Court.
