Now it is perfectly -clear that this means that the admission of the 100.000 is shelved indefinitely. for there is not the remotest chance of this scheme being accepted by all concerned. The Arabs alone. by refusing to agree to it. can prevent the granting of these 100.000 certificates. As the New York Times correspondent in Paris put it. "This represents a radical departure from the previous American policy enunciated most emphatically by the President himself. under which the United States was pressing for a start on immigration regardless of whether a longterm policy for Palestine could be formulated at this time." I find it inconceivable that our Government should consent to such a procedure. I find it inconceivable that they should agree to these unfortunate people being held for a further length of time in those impossible camps in Germany where their mental and physical conditions are deteriorating from week to week. and where the growing tension is producing most unpleasant incidents. I will not take the time of the Senate at this point to go into details on this federations scheme.
