Two of the amendments remove an implication which the Senate felt to be unsound law. These amendments removed restrictions which provided that naturalized American citizens must have been naturalized at least 15 years before serving as representatives or alternates and at least 5 years before serving on the national commission. The Department of State had requested that these two provisions be eliminated and the Senate report supported the Departments thought that any law which implies that a nativeborn citizen is superior to a foreignborn citizen. or that a citizen naturalized for 15 years is better than one naturalized for 5 years. is unsound law.
