Mr. President. a little while ago on the call of the calendar the Senate passed two immigration bills extending to the Filipinos and to East Indians the same quotas that we extended to the Chinese in 1943. After those bills had been passed I was informed by the clerk of the Committee on Immigration that. since both of them amended the same section of the Nationality Act. and we made no amendments in the House bills. whichever one the President signs last would automatically repeal the other one. It therefore is.necessary. in order to straighten out this angle. to recofisider the vote by which both bills were passed. to amend one of them so as to combine the two. and then send them to the House for concurrence.
