I am glad that the Senator from New York made that point. as it seems to me to. be the inevitable result. and I. think it must be considered to have been the intention to. confuse the public opinion of this country as to the issue. by stipulating these conditions and by bringing forth the whole report. much of which is entirely beyond the competence of any existing executive authority. The first 100.000 refugees to be admitted to Palestine are within the immediate power of the British Government. and within its immediate obligations under the mandate. as pronounced by every competent authority. British and American. who has considered the question. The only consequence of this delay and confusion is further to add to the difficulty.
