Many of these provisions are most exacting and if time permitted I would like to discuss it from the standpoint of the citizens of the Philippines. Some of these provisions are far reaching. We make some very exacting demands regarding the custom duties. demanding equality in import duties and on matters of taxation. We provide limitations regarding internal taxes and provide for reciprocal arrangements on immigration. Section 341 states specifically that when and if the public domain of the Philippine Islands is opened for development to the Philippine people. our citizens must be given the same rights and privileges as their own.
