Session #79 · 1945–47

Speech #790150013

Of course. in some respects the pending bill applies to. all persons. regardless of whether they are citizens. -But if the Senator from Mississippi is correct in his implications with respect. to veterans. I should like to know whether the pending measure would not put in jeopardy our rule of law that only citizens of the United States may belong to the officer personnel of our merchant vessels. In other words. suppose a noncitizen says. "I wish to apply for a commission as second mate on this great American liner." Is he entitled to that position as second mate. notwithstanding the fact that our law now provides that all officers on such vessels must be Americancitizens? Would the pending measure by implication repeal the provisions of law with respect to the citizenship of the officer personnel of our vessels?
