President. coming now to the bill. I find the heading "Unfair employment practices defined." It shall be an unfair employment practice for any employer within the scope of this act(1) To refuse to hire any personDo Senators notice the words "any person"? The bill does not say "Americans." It does not say "a citizen of the United States." It says "any person." The Supreme Court of the United States has ruled that "person" means any living human being. whether he be naturalized. alien. or notbecause of such persons race. creed. color. national origin. or ancestry. It does not stop with the provision with respect to hiring them. It goes on to define unfair employipent practices. as follows: (2) To discharge any person from employment because of such persons race. creed. color. national origin. or ancestry.
