I have studied the bill. I have read it a number of times. and I have prepared an amendment which I intend to offer to the caption of the bill if the time should ever come in the future when it would be proper to consider amendments to the bill. I should be willing to leave it to any fairminded group of men. not Swayed or biased. to determine which one of these captions better described the bill. whether it is a bill "to prohibit discrimination in employment because of race. creed. color. national origin. or ancestry." as the proponents say in their catchphrase title. or whether it should beand I shall read my proposed titlea bill "to regulate and control the tastes. customs. habits. and manners of life of the American people. to establish an independent agency to dominate the executive branch of the Government. and to influence all policies of the Government. whether foreign or domestic. to invite alien immigrants and assure them of employment to the detriment of the right of nativeborn Americans to work. to nationalize all employment in industry. business. agriculture. and commerce. and to promote a Communistic form of government for the United States." Mr. President. I am willing to leave it to the discriminatingof course. a man should not utter the word "discriminating." I suppose. any longer.
