Ninety percent of these employees are not citizens of the United States. Another onethird are being paid by our allies on reverse lendlease. They are on our pay rolls. but being paid by the governments of our allies. The other onethird. comprising principally coolie labor in the Pacific area. are being paid coolie wages. They cannot be paid by our Government more than the prevailing wage in their own country. and probably the maximum amount they are receiving is $20 a month. In weighing this bill I do not think there is any equitable reason for thinking about the employees of the Army and Navy outside continental United States.
