The State Department and American representatives abroad should be instructed that the policy as laid down in public statements is in truth the policy favored by the people of the United - States and the policy which every member of our foreign service is committed to further. The President has taken the first step. We in the Congress well know the feeling of the people of America. I am very certain that the people of my district are in favor of opening Palestine to the Jewish refugees in Europe. We should make this feeling of the American people vocal. We should ask that our Government officials charged with administering our foreign affairs be instructed as to this feeling.
