I have. a petition signed by many outstanding American citizens. including educators. religious leaders. publishers. writers. and by various organizations throughout the United States. all of whom urge and endorse the -enactment of this legislation. I shall not encumber the RECORD with the names of hundreds of signers of the petition. but shall insert several exerpts from the petition which touch on the moral. issues involved. They are as follows: Every country of course. has the right to have such immigration laws and fix such quotas as it may see fit. The people of India have no desire to ask for any special privileges or treatment. They do not seek unrestricted immigration to the United States. but they do wish and ask that the stigma of inferiority may be removedas it has been rightly done very recently in the case of the Chinese. If there is to be a democratic world order. with better understanding among the different nations. particularly of the East and the West. then an easyinterchange of students. teachers. merchants. scientists. and and philosophers is essential. Democratic and freedomloving Americans are certainly not shedding their blood for the continuance of radical discrimination. racial intolerance. racial superiority. which are Hitlerian theories and which must result in wars.
