Mr. Speaker. yesterday I was informed by the War Department that arrangements have been made so that packages and mail may be sent to the refugees and displaced persons in the Austrian area. The military authorities will permit the use of the Army postal system for this purpose. Packages to weigh not more than 5 pounds will be handled through the International Red Cross. I also was informed thatthe German area under United States military .control will possibly be opened up in a few days for mail service and the sending of packages to these displaced persons and refugees.
