I know of no Senator whose statements may be sooner accepted as an interpretation of a measure. or be given more weight. than the statements of the Senator from Vermont when he sponsors legislation upon the floor of the Senate. That is particularly true when there is doubt with reference to its meaning. I read the following statements which were made by the able Senator from Vermont with respect to the pending legislation: It does not relate to any reformation of our economic system. any exercise of dictatorial power. any movement of masses of people. any modification of our immigration laws. or any interference with the domestic life of any other country on earth. Again. the Senator made the following statement during the course of the debate: I can say to the Senator definitely. "No." there is not one single obligation on the United States created by this joint resolution. excepting the necessary contribution to the Fund. -There is no other obligation whatever. and the United States and every other member of this organization will be just as free after it signs and becomes a member as it was before. It will be vastly richer. however.
