The purpose of the organization was to find homes for the millions who were displaced by the war. Of course. I could not agree to any organization which would attempt to take away from the Congress of the United States its constitutional powers with respect to immigration. However. I feel that just as the situation to which I have referred was a result of the First World War. we now have millions more in the same situation. If we are to try to solve the problems of the world. we cannot ignore this problem. However. I do not think the solution of it is to be found in opening the gates of America to a large Immigration. I believe that there are places on the earth where great masses of Europeans could be cared for. We have in our laps - the great Palestine problem.
