I think it sheds light on the very purpose of the organization. It shows the declared recommendations of the nations which wish to subscribe to the constitution. The report from Hot Springs on the immigration question is signed by the representatives of the United States. Naturally. details are not written into a constitution. but the same nations and. so far as I know. the same governments. as then constituted. which made this report from hot Springs in 1943. brought into being the constitution on the same subject in 1944. I know of nothing which would throw greater light on the intent than the recommendations of those who brought forth the constitution itself.
