I may say to the Senator from South Carolina that there has been some effort. in discussions on this subject which I have seen. to indicate that certain people from certain countries are involved In this scheme. So far as I know it is not confined to. any one class or any one race or any one religion. It seems to be general. and these refugees. all of them. seem to have taken advantage of the situation. I may say particularly the Swiss seem to have taken advantage of this interpretation by the Bureau of Internal Revenue. which has now been changed.
