The United States in 1943 ratified a treaty terminating extraterritoriality in China. ending the rights of the American Government in the International Settlements at Shanghai and Amoy. and giving up all rights to keep military garrisons on Chinese soil. An exchange of notes ended American rights to station naval forces in Chinese waters and to engage in Chinese coastal trade and river navigation. In 1943 Congress repealed the laws forbidding Chinese to enter the United States. provided for a yearly quota of 105. and authorized the naturalization of Chinese as American citizens. Since the outbreak of the Second World War. China has received recognition as one of the Big Four.
