Yes. I am sorry the gentleman was not present when we discussed the bill. Under present law the officials of the Immigration Service have the right to arrest anyone that they see trying to enter the United States illegally. or they have the right to go on board ship in our waters and search for anyone who may be trying to enter this country illegally. but they have no right under the present law to arrest an alien who has entered illegally. for the purpose of deporting him. without first securing a warrant. If they take time to secure the warrant they sometimes cannot make the arrest. and this would give them that added right to arrest an alien in this country who entered illegally for the purpose of deporting him.
