The gentleman from California was very much interested in the last session and in this session of Congress in the socalled Mexican Water Treaty. That treaty requires the United States to do certain things in the future. Among others. it requires the Congress to appropriate great sums of money. It requires a temporary suspension of the immigration laws and a temporary suspension of the custom laws. Those are executory matters. they have to do with the future. I submit that we can stop a treaty after the Senate ratifies it by refusing to bring in a bill appropriating money to carry out the terms of the treaty.
