Speaker. this resolution was reported by the Rules Commit-. tee. I presume I voted for it. My recollection is that I did. but I confess my consideration of the matter was based upon statements made before the committee by the gentleman from New York and minority representatives on the Committee on Immigration appearing in behalf of the application for the rule. and not upon a consideration of the bill as it is written. The committee having reported the resolution. I of course feel it my duty to bring the matter to the attention of the House for such action as the House may see fit to take.
