During the period of the Supreme Commanders responsibility. military government of Germany will be strictly a military administration and representatives of Allied civilian agents will participate only to the extent approved by General Eisenhower. General Eisenhower has established the following primary objectives of Allied Military Government: First. Imposition of the will of the Allies upon occupied Germany. Second.
