Is as follows: (d) In order that U. N. R. R. A. may be available for the critically important relief. refugee. and health services for which it exists. it is necessary that it develop and hold available a substantial organization ready to enter into the liberated areas promptly when needed. This necessarily has resulted in some inactivity between the time when the relief groups have been assembled and the time when it has been possible to put them to full use. This schedule has been dependent upon military operations and the available communication and transportation facilities in the liberated areas.
