I thank the gentleman for his contribution. The legislation which the gentleman from West Virginia suggests. and of vhich I believe he is the author. regarding the deportation of individuals under such circumstances not only has merit. it ought to be immediately considered by Congress and passed in appropriate form. A loyal American is worthy of every consideration but those who stab our country in the back and seek to undermine the foundations of our freedom have no place among us. Of course. this Committee on Appropriations is not authorized to sponsor legislative bills. I am advised that some of the legislative provisions which we have found it necessary to have placed in this bill might possibly be objected to by the House Committee on Military Affairs.
