Treasury. and War Departments. within their respective spheres. are required to execute at the request of the Board the plans and programs so developed and the measures so inaugurated. The heads of all agencies and departments are under a duty to supply the Board with such information. supplies. shipping. and other assistance and facilities as the Board might require. Provision is made for the appointment by the State Department of special attaches with diplomatic status to be stationed abroad in such places where it is likely that assistance can be rendered to the war refugees. b In addition. the Board is directed to cooperate with other international organizations. both public and private. concerned with the problems of refugee rescue. maintenance. transportation. relief. rehabilitation. and resettlement. . In this manner the facilities of three great departments of our Government have been made available to the new Board. which may also call on other agencies for cooperation. The world has now been placed on notice that this Nation has passed the stage of empty rhetoric in its determination to save the innocent victims of Nazi terrorism. Concrete action to this end has already been taken and will be vigorously followed up until complete victory over the assassins puts an end to one of the blackest chapters in the history of civilization.
