I am aware that the chairman of this committee has erroneously stated that unless the amendment applies to the whole of the United States it is unconstitutional. I challenge the correctness of that conclusion and I say to him that it is not unconstitutional. that under the Constitution the Federal Government has power to start in any part of the United States of America in connection with flood control and with navigable streams. I say to him that the only place in the Constitution of the United States where he will find a provision to the effect that the operation of laws must be uniform throughout the Nation is in the bankruptcy clause.. naturalization and taxation provisions. The chairman therefore is mistaken on the constitutional question. absolutely mistaken. The Government of the United States Is not limited by any provision of the Constitution from operating in any part of the United States of America.
