Francis Biddle. for his fine study of the question we are now considering and for his fine and excellent cooperation in calling the attention of the Congress and the entire American people to the urgent necessity of this proposed legislation. I wish also to compliment the F. B. I.. under the leadership of J. Edgar Hoover. who had something to do with making this study on the problem of what we call draft dodgers. and Earl Harrison. our able Commissioner of Immigration and Naturalization. and his special assistant. Mr. Shaughnessy. who have always been of great assistance to the committee.
