In 1936 I Introduced in this body a bill providing for the mandatory registration and fingerprinting of every alien in this country. so that if war should come we would know who our enemies were. and who our friends were. Years passed before such a measure was enacted. Representative HOWARD SMITH could not get it through the Immigration Committee in the House. He had it acted upon by the Judiciary Committee. and it came to the Senate. Our distinguished and beloved friend the Senator from Texas reported it from the Judiciary Committee. and the Senate finally passed it.
