It seems now that the only question before the Committee is whether or not the Committee is to adopt the bill as introduced. or whether it is to give favorable consideration to the amendment to be offered by the distinguished gentleman from California [Mr. J. LEROY JOHNSON]. There are two or three things that ought to be cleared up. One of them is that this is not a deportation bill. not at all. No. 2. it ought to be distinctly understood that this applies to all citizens throughout the United States. The discussion. of course. is around the question of Japanese citizenship. and whether we ought to take citizenship away from natural Americanborn Japanese. and. if so. how it is to be done. not forgetting that we must act within the confines of the Constitution.
