In other words. the citizen of the United States must take affirmative action to renounce citizenship before this law would become operative. I am impressed with the idea that the bill now before us is entirely voluntary. while with the Johnson amendment to be offered. force and power would be lodged in the Government to take away the citizenship of the citizen without his consent. I think that pretty well sums up what this debate is all about. Possibly I have made a wrong analysis. I do not pretend to know all about the bill.
