R. 4103. It is an open rule and provides for 1 hour general debate. The bill has been approved and reported by the Committee on Immigration and Naturalization by a unanimous vote and its enactment is urged by that committee. I fully appreciate there are some Members who. when they hear that a bill reported by the Committee on Immigration and Naturalization is to be considered. become unduly alarmed. But in this instance there is no reason for any apprehension because I think we all agree with the intent and purpose of this legislation. .The purpose of the bill Is to permit certain citizens of the United States to renounce their American citizenship and to permit such renunciation while the person is within the United States. We have in this country many thousands of Japanese who were born in the United States. which makes them American citizens.
