I have a number of papers on my desk dealing with the proposed legislation. which I could ask to insert in the REcORD. but I shall not do so. I do not want unduly to weigh down the RECORD. Mr. President. some of the best citizens we have ever had in America are those who came from foreign countries and who were born on foreign shores. Some of the best citizens we have in this country today are naturalized American citizens. They are persons who have come from Poland. from Czechoslovakia. from Yugoslavia. from Albania. and from Greece. there are persons who have come from Estonia. Latvia.
