In the United States there are many thousands of Chinese who were born here. They do not know any other country. Many of them are tradesmen. Many of them are men who trade with China. We have our great flow of commerce with China through those tradesmen. Some of those people will be admitted to citizenship. but they will have to stand the literacy test and every other test required of ordinary applicants for admission to citizenship. Those persons are already here. The 105 will merely be those who from time to time may apply for admission. but no more than that number may be admitted in any one year.
