The gentlemans bill. as much as I agree with him as to the necessity of punishing disloyal Japanese. is too broad and may endanger the civil rights of nativeborn loyal Japanese. The question is. Can we take away the birthright of a man of Japanese birth? My judgmentand I believe Attorney General Biddle agrees with me along that lineis that we cannot do it that way. You can take care of an alien who is not a citizen. You can disfranchise a naturalized citizen because of disloyalty to our country. especially in time of war. But what shall we do with the nativeborn disloyal Japanese?
